When was he planted? He needed to be planted during the time of the year with the most sun - not sure when that is for you. Just leave him out until there is 12 hours of sunlight outside. Or if theres like 14 hours of sunlight bring him in 2 hours before night, if you can remember to do it consistently. He needs 12 hours of light to flower, if he grew up with 12 hours of light, you may need to wait another season (I am not sure)

nah my plants grew up on the 2nd half of our summer and grew fine. It just took longer to start flowering since it was used to the lower amount of daylight already. How much time left do you have this summer before frost? You should allow a 6-8 week gap for flowering, and if you're cutting it close to that time, my best advice is force flowering. It's annoying work, but put a garbage bag over your plant for 12 hours a day every day for 1-2 weeks. You MUST keep doing it every time until you see the flowering start or it won't do anything besides waste valuable sunlight for the plant

Am I correct saying that right now this is the beginning of summer for you scarf? When do frosts normally set in in your area?

yeah that's what I'm a little confused about, if it is and you have the availability, I'd recommend growing it out to it's potential
